I have been looking for days now, is there a immigration customer service phone number or any number where I can get solid answers to visa questions without having to pay for it?

yes, go to www.uscis.gov and it is published there. The number is a 1-800 number and you don't have to pay for the advice they give you.
Mindbender, he isn't looking to report someone he has questions about an immigration issue they are two different departments. ICE and USCIS are two different departments within the federal government and ICE can't answer immigration questions anymore than city hall can.
