Well, it depends on where you are talking about.

eastern Oregon (east of the cascades) has a hot dry summer and strong winters. it does snow there in march.

The cascades (Mt Hood and others) get snow for all of the winter including March

West of the cascades (Portland, Salem, and the coast) have a very wet winter...but not much snow. We usually get a snow storm or two, but very rarely in March.

it is very wet in the west due to the clouds having to release a lot of their moisture in order to go over the cascades. it is usually not snow becuase the Willimiate valley stays warm in the winter with cloud cover.

Yes, but as folks have said, there are many different parts of Oregon with different types of climates. You'll need to add a city/location to get a good answer.

i used to live in vancouver wa. and it was snowing in march in wa and oregon. very pretty states especially oregon. the falls their are gorgeous

in 2006 it snowed in early march in the portland area

Probably, they have this Mt. Hood there, pretty sure it can snow up there anytime of the year.
