Many of the most excelent answers below do save lives but of all of the answers none aproach the problem which cause the accident that is the events leading up the point when no matter what any one does can-not prevent the accident .
How ever the accident occurs because of one of 2 things, these are what a human does or does not do. ie they do not stop at a red light . or they do pull out in front of oncoming traffic ,the cause is the human the consequence is the accident .
And yet there is a remedy a simple one in fact.DO AS THEY WERE TOUGHT WHEN THEY PASSED THERE DRIVING TEST.
Imagine this where ever you drive you will always know what another driver is going to do because if every one drives by the same rules fact is we all kmow those rules ,you remember be in the correct lane coming to a round about , leave enough distance between you and the car infront i know! you im going to wright the highway code NO im not we all damn well know it , or you would not have a licence so why don,t we drive the safe way?.
Because a lot dont give **** about other people or there lives because the law is to soft on MURDERERS who kill with a car , if it had been a gun in there hands not a wheel they would be treated as murderers.
When was the last time you read in the paper?. A woman and 2 children were accidentley shot while shopping.
When have you read a woman and 2 chldren were accidently killed by a drunk driver or speeding driver?.
Every time an event occurs where a vehicle is involved ,the car did not start itself up and drive down the road and kill some one , It was the human behind the wheel .
And i can prove it WHEN have ever read in the paper of any one being killed by a driver on driving test ??.
If your late for work or a date DON,T kill some one to get there to save 10 mins or 2 hours ,Im damn sure you would not be speading if you knew the penalty for death by dangerous driving was 20 years , then see how late you are for work . Your wife your family your house all gone ,the same as the person who was killed there wife family home all gone but they don,t get a second chance after 20 years niether does there family,.Rather a thief on the streets than a murderer .
When i was 5 years old my Father was run down in the street he was so badly injured they could not move him it took 5 hours for him to die in agony left my Mother & 4 sons they called it death by misadveture, the driver didn,t even get fined. The bullet does not leave the gun by it self and the car does not kill without a driver.
Do you really think the Minister of transport wants you or any one else to put them out of a job, anyway you can be sure none of those bad drivers will ever get near them, the M.Ps & Ministers don,t care about the average man we are just a means of making them rich. If your idea has a big profit margin even then only if the Government get it , if not forget it..

One HUGE problem is people don’t understand the concept of lanes of travel. LEFT LANE IS FOR PASSING. second left lane is still mainly for passing or driving faster than traffic. Other lanes are for going the speed limit or just the flow of traffic and the extreme right lane is for people who want to drive slow. If people would learn only pass on the left and get out of the left lane once they are done passing traffic accidents would go down a lot. Even when I am speeding a lot I still don't cruise in the left lane because that is not the right way to drive. Look at the autobahn people are drive 120mph and faster all the time on that highway but it is a very safe highway because the left lanes are for passing and driving 120mph and the right lanes are for normal driving which in Europe normal driving is around 75-85mph. Its just to easy to get a license in the United States and the drivers are bad. That's why there are so many accidents.

They've been seeking solutions for years, but have never found them yet.
The simple fact is, that statistically, accidents happen wherever there is activity and movement, whether it is in a builder's yard or on the roads.
Even if we went back to a man walking in front of cars with a red-flag, it would only be a matter of time before someone runs over him because they fell asleep.
No-one wants accidents, but we have to accept that they can and do happen.
This is why most lives have been saved by better car-design and seat-belts, rather than by people who think that accidents can best be prevented by traffic inititiatives, education and/or punishment.

A multi-million dollar solution? Does that mean government SPENDING loads of money? To save proles? Not just themselves and their rich friends? No. No government would be interested in that.

I have a solution too, and mine's free.
PAY ATTENTION TO THE ROAD AND OTHER CARS
No cell phone, No reading, No putting on makeup, Keep your eyes and mind on the road.
You'd be surprised how many accidents this will prevent!!
