'Need' is a bit strong, but from my experience, people that live in a country where the native language is not generally spoken by people outside their country would be well advised to learn an international language if they intend to travel and seek employment outside their native country. Filipinos are very adaptable and, in my opinion, good linguists. So, whether you intend to work on a cruise ship or in international business, it's a good idea to learn another language - either Spanish or English in my humble opinion.

Learning English is part of our academe. And as people who need to communicate with others, it's just right that everyone else, not only Filipinos need to learn one of the languages that basically provides access to the world. And I believe, generally speaking, we Filipinos are fluent in the said language, be it spoken or written.
