Lets say for an examples, a U.S. citizen wanted to move to England to live, and become a citizen. What actions need to be made to do this?

You can leave US anytime however your destination country may require you to have certain documents such as passport, visa or some means of support.

There is no visa requirements for US citizens visiting England. In England, a US citizen can get a work permit, and if that person lives there for about five years, he/she can apply for British citizenship.

It takes quite a few steps... some of them are very difficult, but I can help you.
1. Put everything you own in boxes. Except for food... I don't think you're aloud to bring that over.
2. Buy a row boat.
3. Put the boxes in the row boat.
4. Set off in your row boat to your desired home.
5. Try to make sure that your possessions don't get wet from leaks in the row boat...
6. Unpack your boxes when you get there.
7. Try not to get caught living in the country illegally.
