It is a Franzl Lang song. I'm thinking "Holladaratata" is just some made up word, but I don't know. Don't bother putting this in a translator - it shows that it means "who knows the know"

Holladaratata means nothing, as you said it's kind of a yodeling phrase like "hollareduljö" and the like.
wer ko der ko has been translated already
ko being a phonetical transformation from "kann" (3rd p. sg. of können (can, be able to)
Holladaratata - who is able to is able to -hey this yodels in English
(Holladaratata he who can can - yodels not so well)
With a heartfelt holladioh from Austria (our accent is very close to the Bavarian)

Holladaratata - that's a yodel sound and has no meaning

Wer ko, der ko - that's Bavarian dialect and means "Who is able to is able to" but actually is used more like "Yeah, I rule!"

"Ko" is a bavarian dialect expression for the 3rd Person Singular of "können" ("can" in the sense of "to be able to").

I guess the most appropriate translation would be "(He) Who can do it - can do it."
