In NYC - The bird was clutching onto the outside grill of my air conditioner and squawked everytime we tried to get near it. It wasn't stuck, it just didn't want to leave. All animal agencies closed (10:30/11pm Sunday night).
Would you wait until first thing in the morning and call Animal Care & Control agency/ASPCA (if it's still there - at the sight of things, it wasn't going anywhere (and no, it wasn't injured)) to rescue it or do something more immediate? ...any other options?

I am a bit terrified of this bird which happens to be quite big, and I do not have cages or anything of the sort to trap it (and why would I? I don't have any pets or any previous birds which would lead to having empty cages lying around).
Btw, the situation has been address but I'm interested in knowing what you all think would be a viable solution...if you were in my position. Thx

Call some neighbors and ask if their cockatiel has escaped. If you have any friends who are veterinarians contact them for further advice. Until you can get ahold of the Control Agency, just let the bird be. Call them first thing in the morning.

Sprinkle some bread crumbs on the ground and it will come down,then get your cage and log it in,then report for a missing cockatiel bird.

Put some birdseed in a cage whose door closes when it enters. Then, report the bird as lost. Its owner is probably desperately searching for it.

put an ad in the newspaper that there is a fond cockatiel and hope somone clames it if not then call an animal agency and feed it bird seed

Open the window and try to coax the bird in.

Contact the ASPCA though, probably a missing pet and I have heard that wild birds attack domesticated birds.

i would try to get it to come inside or try reaching it yourself. wear gloves if you try to get it yourself in case it bites. leave a bowl of water out for it so it doesn't get dehydrated, your a/c blows out some hot air.

If it's happy where it is, leave it alone. I suppose you could feed it but I think it's a lot happier being free than in a cage.
