"Help me out, please" is asking for help with a certain task.
"Help me" sounds more serious, as if you were injured and had to call a doctor or hospital.
"Ask them" is pretty straightforward. It simply means what it says.
"Ask them out" means to ask someone out on a romantic date. Big difference.

"Help me" and "help me out" have similar meanings, but "help me!" might be used in desperation, whilst "help me out" might suggest a more personal request. They could both, however, be used interchangeably. "Help me out" would also be used if you required assistance to, say, extricate yourself from a car, hole, swimming pool, boat or burning house.
"Ask them" - means "Enquire of them", "Put a question to them" whilst "ask them out" means to invite someone to go out with you - either for an evening or to become an item...

"Help me" and "Help me out" are practically the same. The "out" implies to get someone out of a difficulty, or out of a tight spot, whilst "Help me" means "Assist me".

"help me out" = I could use some help here
"ask them" = Find it out from those people
"ask them out" = See if they would be interested in a romantic date with you.
