i can suggest you to go to Olivium Outlet Center,it's the only shopping center that is full of outlet centers in istanbul. The shopping center includes Tommy Hilgfiger,Mudo,Adidas,Diesel, Boyner,Marks&Spencer ,Mavi,Benetton and much more...

Also you can visit Beyoglu is merkezi,on the left side of the istiklal street.it is full of export stuff, full of original brands and only 5-10 ytl anything.

If you really want to go bargain hunting, check out the factory sales stores ("Fabrika Satis Magazasi" in Turkish) on the TEM highway, about 10 minutes from Istanbul Ataturk Airport. A lot of top international brands, including Marks and Spencer, Old Navy-Gap-Banana Republic and Tommy Hilfiger source their production in Istanbul.

If you want to get something custom-made, try the Osmanbey district. You can consult with a tailor, go to pick out your fabric together, and get a great garment for high-street, off-the-rack prices.

Take a look at the larger malls like Capitol, Akmerkez and Galleria. You can find local brands as well as foreign ones. I agree that Boyner is somewhere you should check out.
