i am wanting to decorate, but the paint on the walls washes off, i found this out when my son drew on the walls and i went to wipe it off, do i have to strip the walls first or will this be ok to paint straight onto it, also i need to paper 1 wall do i have to strip and paper that wall also, this paint is through out the house... thanks peeps....

Sounds like whoever painted those walls used a really cheap flat paint... they may even have used ceiling paint, which is cheap and will wash off. To solve your problem, follow these steps:

1. Wash your walls well with liquid TSP. Use the liquid instead of the powder as it is not toxic, is easy to mix and you won't have to rinse after. You'll find TSP in any home hardware or paint store. This will remove all grease and grime and anything else that will keep your paint from sticking properly. Let the walls dry for 24 hours.
2. Prime your walls with an oil-based primer. I suggest Bull's Eye 1-2-3 or Kilz. You will be able to paint with latex over this so don't worry. Let the primer dry.
3. Paint your walls with latex paint. I suggest a satin finish in any high traffic areas or areas where the kids play (and write on the walls :). Use an eggshell finish everywhere else. Except the kitchen and bathroom. These are high humidity areas and kitchen and bathroom paint is made especially for these areas to reduce the chance of getting mold and mildew in these rooms.

If you are applying paper to walls, if there is already paper on the wall, then yes, you'll have to remove it. If it is just paint on there like the other rooms, you can paper directly over it. If you need to remove wallpaper, here is the best most cost effective method:

1. Buy a scoring tool at any home hardware store. It looks like a pizza cutter with spikes. Run this every which way all over your papered walls.
2. Using a spray bottle (an old windex bottle works fine) fill it with blue car windshield washer fluid and spray this all over the walls. Wait 10 minutes. Don't skip the waiting as it won't work properly.
3. Spray a second time. Wait 3 minutes.
4. Easily peel and scrape away the wallpaper.
5. Let the wall dry before papering again.

It sounds like you have a flat paint on the wall. Not a very good one either. Flat paint will wash off when you wipe it. When you paint the rest of your house use a paint that is a washable eggshell. Eggshell finish is washable but not scrubbable. I work inthe paint dept of a large store and I'd love to help you out. My experience has been that flat paint on most walls do wash off. So, when I have painted walls, I always make sure I have a semi-gloss that will not come off when washed. Also, if I recall correctly, you need to make sure it's oil based and not water based. Please check with someone else to make sure on that one. As for wall paper, never done it, so I have no answer.

Any emulsion will come off if you rub it hard - like trying to remove a toddlers scribblings! Just paint over it - use silk emulsion if you want a more easily wipeable surface.

If you want to paper, its recommended that you take off all the old paper first.
