The way I see it, you need to reassure her that you are not just after a quick hit, that you will stop seeing her if you do go all the way. Try to engage her in a discussion (light-hearted) about how you feel about her, and what lovemaking means to you. Let her see that to you, it is a very special, meaningful thing, and you don't take it lightly or for granted.
Another thing is, she may have issues about sex that she does not yet feel comfortable discussing with you. Has she had a bad experience? Been mistreated by a guy? Is she still a virgin? Could she be embarrassed to tell you? Worst of all, has she had some guy force himself on her? If so, you will have to be super patient and nurturing until she can regain her sense of trust and comfort around a guy.
If, on the other hand, and I doubt this is the case, you really are just wanting to score, be a gentleman about it and don't lead her on. Never promise more to a woman than you can follow through with.
