First question,
I miss my friends in China, I miss my friends that are in China
which one is correct ?
(clue : the friends are in China, sill there, I miss my friends )

Second question,
I said ' help me' to him
i said to him 'help me'
which one is correct ?

"I miss my friends in China" is correct, but "I miss my friends that are in China" is also correct. They are both applicable statements. "I miss my friends in China" can mean you miss friends that you made there or you miss friends who are currently there or both. "I miss my friends that are in China" sounds more like you have friends visiting there but in an off way it can mean that you made friends who live there.

"I said to him 'help me'" sounds better out of the two, but I would go with "I requested help from him" or "I asked him to help me". They have an overall simpler flow to the sentences.

China: I don't think it's a question of correct or incorrect. I miss my friends that are in China suggests that the friends are not native Chinese, but are there at the moment. I miss my friends in China could include Chinese people that you made friends with while you were in China.

Help: the second one sounds better. I'd probably say, "I asked him to help me." - reported speech.

No need to worry. Perhaps you have seen that here people, for some reason, throw grammar to the garbage.
About your question, it depends. The first means that your friends are in China. It seems to be this the right one.
The second, that you miss those friends who are in China, specifically those who are over there, not all of your friends.
The second question, I would say: "I said to him, help me"

the correct one is "i said to him 'help me'..

But it can also be I told him to help me.
