I am non- American and I apply for a job in one of the US embassies , It's written in the application form ''OPEN TO: U.S. Citizen Eligible Family Members (USEFMs) – All Agencies " what is this mean?

It means that the job is open to family members of US Citizens, regardless of their personal citizenship status.

IE: if you were married to an American citizen living in your country, you could get the job.

It means, that only US citizens who are eligible family members (spouse or minor child of a direct hire, US citizen) may apply for the job. The direct hire, embassy employee may be from any of the agencies represented at the embassy.

So, unless you are a US citizen, AND one of your parents or your spouse is a US citizen representing one of the agencies at the embassy, you are not eligible for the position.

U.S citizen family members of personnel assigned to the embassy from all the U.S. Government agencies are eligible.

A US citizen family members are qualified to apply to any of the different sections or divisions in that Embassy. Maybe if you´re related to a US citizen the more chances you have.
