what is it? is it when an officer directs you to make a left turn?, when a green left turn signal light is on? or turning left on a stop SIGN? OR all of the above?

All left turns should be deemed protective left turns. That just means that you need to be very aware of your surroundings and the oncoming traffic and know your traffic light signs and stop signs to make sure you either have the right of way or have to yield to the oncoming traffic before you go.

I believe the term is "protected" left turn. It is when you are sitting at a stop light waiting to turn left, and the green arrow flashes up instead of the solid green light. It means that you can make a left turn without having to yield to oncoming traffic. You are protected while making your turn. Hope this helps!

There's no such thing as a "protective" left turn. A PROTECTED left turn is when you have a green arrow indicating that you may turn left or a traffic cop directing traffic motions you to turn left. It simply means that you have the right of way.
