If I get a macbook in the next two weeks, will it have iLife '08, or will it still have '07.

To answer your question, yes it'll come with iLife '08.

Yeah, any computer bought after last week will come pre-installed with iLife '08.
Except, I think, when you buy a Mac at an actual store. Then, you will just get a discount if you decide to buy iLife '08.

It should have iLife '08. Refurbs probably have iLife '06, iLife '07 was skipped.
