Open it with Paint and select save as from the file menu.
Or You can do it with Windows Picture & Fax Viewer. Just open your file with this program, at the bottom click the disc icon to save it. Then in the save as file type, click the down arrow to reveal your choices of the file type to save as. Choose jpg, then save your file to the new file type.
And If you don't run XP then use a freeware software, Try Picasa, Irfan View or Paint.net.

Open the photo in Photoshop, do a 'Save As' (under 'file') and save it as 'jpeg' (toward the bottom of the window that opens). Remember to make sure, before you save it, that the 'mode' is RGB, unless it's black and white.

I am pretty sure you can do it in Paint. You will lose some sharpness to the colors, but that is the difference between .bmp and .jpg files.
Just change the file type in the box below where you type the file name when saving the file.

My favourite freeware is Irfanview, it'll convert anything.
I downloaded mine from Tucows, but do a Google search.
MS Paint will work too.
