When I really want to target my lower abs, I use the workout below. All of the exercises really hit my lower abs, and together, make an excellent workout.

Exercise Sets x Reps
Hanging Leg/Knee Raise 3 x 15, 15, 15
Reverse Crunch 3 15, 15, 15
Hip Raises 2 x To Failure

If you need exercise descriptions, there are some at the link below.

there is no such thing as the lower abdominals. the rectus abdominis is a single muscle and muscles either contract as a whole or not at all. this is why you can not target part of a muscle. dolphin kicks, flutter kicks, etc. do not target the bottom of the RA. the RA is only activated isometrically and the muscles of the hip flexors deep underneath the RA perform the movement. this is the localized fatigue that people feel and assume it must be targeting that area. don't judge the mechanics of an exercise by the amount of localized fatigue that is felt. this is a very common mistake made by most.

exercises that utilize the full range of motion of a muscle will always be optimum over those that do not.

attempt books by utilising Mercedes Lackey. particularly the entire Valedemar sequence. Likewise with Anne McCaffrey's Dragonrider sequence. Technically sci-fi, even though it reads as fantasy. Terry Brooks has an excellent sort of elves sequence (Shannara). yet i like his Magic Kingdom sequence.
