Can hear the air conditioner blowing but very little air is coming into the vehicle. A mechanic told be that it was the "heater box", but have never heard of that and can't find any in a search. Is this a legitimate part or is the guy trying to rip me off? What is the "heater box"? How hard to change? and what should that cost?

more than likely, a bad blower motor, which screws to the heater box. It's on the far right corner, the black looking assembly. It's just a fan essentially . Not hard to change and about thirty dollars plus whatever labor. you can do it yourself.

The heater box is part of the HVAC system on a car. It would have several doors to route the air flow to the floor, defrost, dash vents, etc. This could be controlled by cables, by vacuum motors, or electronically depending on the make and model of the car. On older cars (especially GM) it is typical for a vacuum leak to cause the air to be routed to defrost. There is also a blend door on most which allows a mix of air conditioning and heat to dehumidify the air for defrost, but hopefully you just have a vacuum leak. Listen for a hissing sound at the heater/A.C. control or at a canister under the hood.

Not to be a smart@$$, but ACs that don't blow really suck! (Just trying to inject some humor -- no rudeness intended.)
