I wouldn't say "perfect gift", but if you add a thoughtful card it will be. Here's another thought, though.

Frames. One thing artists never seem to have enough of are frames for their artwork to decorate their homes with it or give it to others. My fiance never, ever has enough frames. Many thrift stores have dozens of artworks in frames, The artwork isn't usually worth keeping, but the frames are frequently gorgeous. By cleaning up the frames yourself and wrapping them, it's an extremely personal and useful gift. I would go with the supplies you've suggested, and some frames.

ArtistPoet, my wife is an active artist and salesperson at an art supply store. I know for a fact that people who are capable of putting pencils to paper/canvas would indeed find this kind of gift to be very exciting and thoughtful.

I think it sounds like a perfect match. I mean art is romantic, and if he really values it and gets good use out of it, how could you go wrong? Just make sure he doesn't already have tons of those supplies? Snoop around maybe he is in use of color pencils or pastels or something? Just notice what he uses and maybe you could get him more advance or expensive (if you have the money) materials.

It would depend on how much he enjoys drawing; he might allready own the basic supplies. If you have seen his art supplies and he doesn't allready have this stuff, then yes get it for him.

If he allready has this stuff, you might get him some prismacolor map pencils or one of those wooden models, those are pretty useful.

It would be an excellent gift for someone that has drawing talent...Look at it like this, maybe someday he will be famous for his drawing and you could have been the one that helped him along the way. Great idea!!

id think so!
make sure to get some nice
artists pencils, maybe even some
charcoal pencils. get good quality
erasers also.
