None directly but indirectly there is a Biblical basis. The Bible teaches that each man is responsible for his own actions and that he will give personal account on the day of judgment for the life that he lived. Each man is responsible to govern his own life in accordance with God's law. This doctrine of personal responsibility and the need for self-government is foundational to any free society.

The Tenth Amendment reads, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

The 10th Amendment makes explicit the idea that the federal government is limited only to the powers it is granted in the Constitution. The Constitution does not sanction religions based funding, so, what else is new, the current administration is using the Constitution for toilet paper. Not sure I get what that has to do with Biblical basis.

There is no biblical basis for anything in the constitution. It is a secular document.

Is that the one that says all powers not specifically delegated to the federal government are state powers? That'd be pretty difficult to support biblically.
