Early in the war, the Germans. The last half of the war, the Americans.

I don't believe the damage the United States submarine force did to Japan's navy and merchant fleet is well understood or known.

The uninformed would say Germany . . .

But those truly "in the know" would tell you that once America got reliable torpedos (the ones we went to war with didn't work!), we very rapidly began sinking far more tonnage than Germany ever dreamed of.

Our subs operated primarily in the Pacific where our enemy had long supply lines and crucial need for raw materials from far flung suppliers.

We didn't operate a large submarine fleet in the European theater because the axis powers operating in that theater were landlocked, obtaining their materials for war from inland suppliers by rail.

That's why in the European theater, the P-51 was the hero.

You've got to remember that we got into WWII late. Germany already had an effective submarine force in 1941 when we entered the war.

While we were ramping up to win the air supremacy war in Europe, we were also ramping up our submarine force against Japan in the Pacific where, by wars end, we had sunk more Japan-bound merchant marine tonnage than Germany's wolf-packs in the Atlantic had, and by a wide margin.

oh, the Germans had the best submarine technology in WW II and by a pretty long shot, too.

their subs were quieter and deeper diving than ours. Crews were very well trained elites [at least in the first 2/3rds of the war.]

however, we had the best anti-submarine technology and that proved to carry the day.

The Germans in my opinion, they had the only force that gave our boys a real contest underwater. They had a high kill ratio.

Probably the Germans, in terms of damage done.
