No, it's not illegal. Like Eric said, just don't brandish it in public.
If someone sees it and calls the police, they may question you about it. Don't pull it out on them or anything; if the officers feel threatened, they can use force.
Not a good idea to do though if you don't have to do it.

Yes - even though it is a toy, it can be used to simulate a weapon, and carried concealed is a felony.
The court would look at the intent of the person carrying.
But a person you were threatening with it, may bring out a gun or a real knife and your intent would be a moot point.

Not around here, unless you brandish it. Worse than getting a cite or booked, you run the risk of running across a guy with a real knife.
I'm sure you've heard the old saying;
Don't bring a knife to a gun fight.

Sure, its called Carrying a concealed weapon if its real. However, dont go flashing that in front a police officer, s/he might percieve it to be real and if you make any furtive movements with it, you might be in for some pain.
Why would you want to do it anyway, it really serves to useful purpose, does it?

That would depend entirely on where you are at, what you plan on doing with a toy knife, and if you actually used it to cut someone/something.
