recessed windows that are set in the ceiling are called skylights they are used to add maximum light in a room or an area of a room that is somewhat isolated from sunlight. they are very nice in the winter as they allow a lot more sunlight giving warmth into a room.

They are often called Velux (see the link), but this is really a trade name so it's a bit like calling a vacuum cleaner a hoover.

Maybe you are thinking of transoms. These are windows very high up, but on the walls. They were popular before the advent of air conditioning.
