I have a judgement against me stating they can freeze my bank accounts

They can also grab part of your paycheck.

If they can't get it out of your checking account, they will likely attempt to start garnishing your wages. If they can't get their money that way (Not working or making money under the table), and you aren't in a homestead state, they can attempt to put a lien against any real asset such as a home or vehicle until they get their money. That judgment isn't going away, I would try to settle the debt. As far as the pre-paid credit card, there is almost no chance they will get that money, but never say never.

A prepaid credit card isn't a bank account, so no, they can't touch it.

As a matter of fact, you should put most of the funds in your account on that card or keep it under the mattress.
