Here are some ideas:
You could try and use a longer leash or one of those retractable kinds and when the dog won't move continue to walk away from it. It probably won't want to be that far from you and will eventually run to catch up to you. When it does make sure you praise it alot and give it a treat.
Some puppies are also terrified of the leash at first so when you walk the dog try and keep it right next to you and don't let it fall behind you where it can see the leash and become afraid of it.
Good luck- Just keep at it, it's a common problem and will likely end soon.

When walking the puppy have some of her favorite treats on hand. When she stops to hang out and play with the weeds, show her a small piece of her treat and try to coax her to get moving again. You can say "come on" or "let's go". When she starts moving again, you can give her the treat and tell her that she is a good girl. Remember that she is only 12 weeks old and that she is still very much a baby and is still learning the ropes. She will get it but it will take time. This is also a critical time for socialization. Make sure to enroll her in puppy classes. This way she gets socialization and training. The trainer will also give you tips and pointers with the leash.

Once the dog goes poop, tell her let's go and go. Start walking, even if she doesn't follow right away she will have no choice but to walk if you do not stop. If she doesn't walk keep walking and the pull will make her walk, do not turn around and coax her, beg or try to bribe her, just keep walking, once she begins to follow it is a good idea to praise and/or give her a treat. She will resist at first but she will get the message and start walking when you say.
During your walks she is in charge, that is why she stops, you comply with her demands by stopping with her and this needs to be reversed. She is suppose to stop when you do not the other way around.
ETA: Do NOT get a harness as it was suggested. A harness promotes pulling and you do not want the dog to learn bad habits that you will have to break later. It is easier to prevent bad habits than it is to break bad habits.

try attaching the leash and then just letting her drag it around the house. that will get her used to the weight of it. then take her out to and enclosed yard and again let her drag it around, but this time if she comes to you, give her a treat, so she'll associate outside/you/leash with a treat which = good, lol. and this should be done over about 1 1/2 to 2 weeks. just be sure to give her a treat every time she does something you like. let her know you have a treat, but don't let her have it til she does what you want. yanking on the leash will only mean she associates jerking with a leash which isn't good, lol.

Let her drag the leash around inside the house so she gets used to it. Anytime you take an animal and attach something to their neck, they may react with a fear for their life!
Make it worth her while to walk on the leash, with treats and praise, sooner or later she'll get the idea it's fun to walk on the leash.
Also, enroll in a puppy kindergarten class and follow up with obedience. It will do you both good.

No 12 week old puppy is going to lead exactly like you desire.It takes repetition and consistence to train a new pup.That is why I call going outside to use the bathroom "Let,s Go Hurry"Because when I got my first pup it was in Jan. and all I could think was hurry,hurry,hurry!Of course that is impossible until their little bladder grows and is trainable,just like a child.You will have to be patient and give your Toddler time to explore and do it's Business.Hang in there and keep trying he will finally understand if you do the same thing over and over.Give him time and do not give up!Good Luck!Also I would suggest getting a Harness for a 12 eek old pup so you do not injureyou new pup.A harness will let you lead safely.

you've just got to be firm. NOT mean, but firm. try to entice her and reward her for coming to you and walking with you. she's still young and it takes time for some dogs to get adjusted to walking on a leash. it might benefit you to get her in a puppy training class too!

if you want to leash train her and she wont walk jus drag her and after a while she will lean to walk with you

after some time she/he will grow out of it my dog does the same thing but her grew out of it.
