Their meetings that they meet about, are those which concern the SPP. This is just an observation which I have made.
In the occult the waxing moon means giving strength to those things which you do. The full moon means that it culminates to the strength which you need to attain to complete things. The waning moon means the decrease and destruction of what you seek. Don't discount that what I just wrote is false, because there are thousands of years of practice which will say that it is not.

March 23rd, 2005 SPP agreed upon..it was a Full moon.
March 31, 2006...the next SPP meeting between the leaders...It was a waxing moon phase.
August 21-22, 2007...It is another waxing moon.

I don't know about this.
But I believe you. The illuminati seem to be into the occult and I would not be surprised if they purposely scheduled these meetings and this time to give more power to their plans.
North America will be one nation. Then Europe...We are already taking control of the middle east. Africa is under control. Australia...land of Rupert Murdoch.

Actually working on the new moon may be used to remove obstacles. for example if I want a promotion, I might work on that day to remove doubts about my abilities, etc.... of course such working can cross all sorts of ethical lines, and some people have no ethics at all.
So they could be meeting to take out the opposition to their plans.
