To buy just the OS, the upgrade is cheaper. There is a way you can install an Upgrade of Vista as a clean install. Go here:

The reason you hear Vista costing alot is because it requires updated hardware to see everything.
Basically, if you bought your computer after the release of Vista, any version of Vista should work.
I highly advise using Vista until a Service Pack, which is planned in 2009, is released, as history shows the first release of an OS is the worst (Windows 98? Windows XP? Hello people! Most of you were probably too young to know about this).
Just a side note, many OEMs are still distributing Windows XP because Vista is crap, and there is really no software written specifically for Vista.

I'm not quite clear on your question. Are you suggesting that the full version of Vista is than the Upgrade? It's not. On average the upgrade is £60-90 cheaper than the full version.
If you meant that it is more to buy an upgrade than it is to pay your PC supplier to install it when you buy a new pre-built PC from them, this is because they buy bulk licences from Microsoft which they part pass onto you. Also, you tend not to get any discs or instruction booklets, but rather a recovery disk of some sort. Also, some of the cost can be offset against components within the PC you order.

You can purchase a copy of Vista Home Premium here. It is an OEM copy, but it is a full version and is legal.
