It only means that someone who steals has that as their weakness and they have to be vigilant in fighting the temptation to do it again. It would be like "once a cheater, always a cheater" or " once a procrastinator, always a procrastinator". Granted some faults are worse than others, but we all have our own demons to fight and they come in as many different forms as there are people on earth.

''once a thief, always a thief"...do you? Yes its true, but it doesn't mean it will repeat it again, what its been done is done. A good example, an ex-convict. If this person convicted of a crime, pay his time and back to civilized life and become mentor a role model, emulated by many and become a respected in a community, this person still an ex-con. Its a past part of life.

No. I went through a stealing phase when I was four or so. I was all mixed up about my parent's divorce so whenever I was in a store or something I would steal candy to fill up that mixed-up feeling inside of me. I got caught by my mom once and she scared the living daylights out of me. I swore (to myself) I would never steal again, and I haven't. Hmm.. I still turn to chocolate when I feel all mixed-up inside though... ;P

He'll always be a thief as in someone who stole something, but that doesn't mean he'll steal again.
