The answer is yes, it is possible. However, it is very likely that the results the person is looking for won't be achieved.

Competitive athletes in sports which have weight limitations, i.e. wrestling, boxing, mixed martial arts, will often cut that much weight in a similar period of time. To lose 15 pounds in that amount of time, the weight lost will be entirely water, roughly 2 gallons of it for visualizations sake. The person will not actually look "thinner" because the layer of fat will be almost entirely unaffected. Dehydration will cause the person to be low on energy and easily tired.

So, in short, yes, but the only reason to do so is for short term competition, not if you are trying to look good at the beach.

Healthily/Safely? No. At all? Yes. Although it's probably only water weight... Eat celery five times every day and only a little bit. Run on a treadmill for hours and hours every day like 10 hours a day. Sit in a sauna for like an hour every day too. It's really not healthy but it's totally possible. As long as you eat the celery (or some other low/no calory healthy food) in small portions 5 times a day you won't mess up your metabolism that bad. Anyway, it'd work but it'd just be water weight. It's called a "crash diet" for a reason.

Actually, just starve yourself for about 2 - 3 days..shrinking your stomach, then when you eat you will get full super fast and lose weight like crazy as long as you only eat about once a day. I used to be a size 14 in high school, now I am 25, have 2 kids, and weigh 110 lbs, I'm not saggy, flabby, or in bad health in any way and I eat whatever the hell I want. Went from size 14 to size 3 in just a month or so and have never gone back.

Anybody that says you can safely lose 15 pounds in 3 days is lying to you.

Sure. Just stop eating, drink only water, exercise like a maniac, and attempt to NOT pass out from exaustion. 15lbs in 3 days, are you nutz!? Try losing that in a month... that's reasonable healthy. Anything less than that, you're asking for health issues and visit to the ER.

that..is physically impossible.....the healthy way to lose weight is 1 to 2 lbs a week...the most ive lost in 3 days...which wasnt healthy...was....like 4 lbs...that week i came to lose 11 lbs total..so its impossible to lose 15 in 3 days.....even if u were to completely stop eating for 3 days u still wouldnt lose that much. srry.
