Tell the police and your local animal shelter / shelters or look them up online and email all dog rescue / animal protection - shelter units in your area. That should get something done!!

The police give quicker response. If they want to call the aspca they can, but the police dept will be arresting the ring leaders and take the dogs to protect them.
