The only government that Jehovah's Witnesses support is God's Kingdom or government.
Just as Jesus said "my kingdom is no part of this world" John 18:36. So in following Jesus example we only support God's Kingdom with Jesus as it's King.
This is the kingdom that we pray for in the Lord's Prayer.."Let your kingdom come and let your will be done on earth as it is in heaven..." Matt 6: 9 & 10
This kingdom will never end. "And in the days of those kings the God of heaven will set up a kingdom that will never be brought to uin. And the kingdome itself will nt be passed on to any onther people. It will crush and put an end to all these kingdoms, and it itself will stand to times indefinite."

In keeping with John 15 Jehovah's Witnesses do not get involved with any of man's governments.
17 “These things I command YOU, that YOU love one another. 18 If the world hates YOU, YOU know that it has hated me before it hated YOU. 19 If YOU were part of the world, the world would be fond of what is its own. Now because YOU are no part of the world, but I have chosen YOU out of the world, on this account the world hates YOU.

Any man-made governments of the world. When Jesus was tempted by Satan after his baptism, Satan said he had control of all the kingdoms of the world and would give it to Jesus if he did one act of worship to Satan. Jesus' answer was not calling him wrong for the offer, but saying worship was only for Jehovah. (Luke 4:5-7) Other places in the Bible, the ruler of this world is identified as Satan. (John 14:30; Ephs. 2:2; 2Cor. 4:4) The "whole world is lying in the power of the wicked one." (1John 5:19; Ephesians 6:12)
You remember Jesus saying "render Cesar's things to Cesar, but God's things to God. Well we are in relative subjection to them per Bible command. (Romans 13:1,2; 1Peter 2:13-17) Until those laws conflict with God's Laws.
The government we are involved with is God's Kingdom. You know, the one you pray for in the Lord's Prayer. You DO support God's Kingdom DON'T YOU? It is the only way to clean up the mess humankind has gotten itself into.

Around the globe, Jehovah's Witnesses respect the earthly governments under which they live. However, Jehovah's Witnesses believe that the flag salute is an act of worship, and that a "pledge of allegiance" can only made to God. Ceremonies involving national anthems can also approximate "worship" and non-neutrality.
Jehovah's Witnesses understand the bible to teach that Almighty God requires exclusive devotion; that is, he requires that worship and unrestricted allegiance belong to Him alone.
(Exodus 20:5) I Jehovah your God am a God exacting exclusive devotion
(Matthew 4:10) Then Jesus said... ‘It is Jehovah your God you must worship, and it is to him alone you must render sacred service.’
Of course, Jehovah's Witnesses are well-known as law-abiding persons. The Scriptures also teach that obedience is owed to secular governments, which the bible calls "the superior authorities". Of course, such subjection is RELATIVE to the unrestricted allegiance which is owed to God.
(Romans 13:1) Let every soul be in subjection to the superior authorities, for there is no authority except by God; the existing authorities stand placed in their relative positions by God
(Acts 5:29) We must obey God as ruler rather than men
It may be helpful for non-Witnesses to read all of Daniel chapter 3, and note the connections between the ceremony described there and modern pledge of allegiance.
