On the right front axle is a shift motor that is vacuum actuated. It may not be getting vacuum to operate it because the switch on the transfer case is bad, or a vacuum line has come loose.
With 4wd selected on the transfer case and the engine running, unplug the vacuum line from the shift motor and check for vacuum, if none there, look on the top driver side of the transfer case for a rubber plug with four lines attached. Check for vacuum there. If there is no vacuum, you have a loose vacuum line somewhere. If there is vacuum, the switch may be bad, or as in my case the rubber plug had swelled and leaked the vacuum off. I fixed that by putting a wire tie around the plug and snugged it up to the switch.
Least likely, but possible, the front differential is low on oil and the shifter is binding.

Blown spider gears in the front differential. Put it in 4-wheel then have someone look under the truck while you move forward slowly, if they can see the front drive shaft spinning, then the problem is in the front differential. However, if the shaft does not spin, then the problem is in the transfer case and you should have someone check it out. Also, if it's electronically engaged, then there are a few more possibilities. Need more info.Like is it auto, will it shift but not engage, shifter not moving oil linkage.On dodge you have to stop put in neutral foot off brake then put in 4x4 for low range. High you can shift while moving.If the shifter won't move look an see if there a branch or something stuck there.

Electronic actuator is bad.

It is located on the front axle and locks the front end in.

Easy to replace about 1 hour basic tools.

Bad transfer case.... in a 99 you had to manual shift the transfer case into 4 WD..... I would check the fluid first, then if thats good it is the transfer case.

Dose it have a set of points on that axle? You know like
on a two speed axle on a farm truck or old school buses.
