In East Anglia we say Scraps too but I am in sympathy with your dilemma in the chip shop itself. My sister and I wanted to get chips and scraps in a chip shop in the midlands once and we were afraid to ask for Scraps in cause they called them something else! Batters and Batter-Bits are they only other terms I've heard of so it's been interesting to read some of the other variations.
My personal favourite way of eating scraps is to roll the really greasy chips around in the scraps so that they become almost battered themselves!

Twaddle, I worked in a chip shop for few months and made the batter from scratch, when I went back into main stream catering I took the method with me and it is literally cold tap water, SR flour, BP, salt and yellow food colouring and whisk together till smooth and coats the back of a wooden spoon. Quantities are a secret though

When I use to run a fish and chip shop we used to call them "Fish bits". The kids would come in, in droves and buy them, could have made money just selling them! Hope this helps. Could just eat some myself! Have a good day!

Scraps. That took me back to my childhood.
At christmas time, my friends and I would go round the village, singing carols, and when we had enough money, off we would go to the chip
shop for a bag of chips and a scoop of scraps.
Lots of salt and vinigar, and the smell was
lovely. Oh, got my taste buds going now.
