Mix powdered jello with the boiling water as per directions. When adding the cold water to the jello, replace half of it with well-chilled vodka (Or more!)
Use soft plastic cups (so they don't break when squeezed) or paper "dixie" cups and lightly spray with cooking oil so they don't stick.
Cheers!

I asked this same question a few yrs ago (not on here but to other bartenders and other people and looked on line) and like you see everyone has their own way and own opinion. I manage a bar and my top seller is my jello shots but it took a few months making them in all different ways to finally get it right for everyone in the club (and I make bout 400 a week) so here is my way and opinion:
I use the new Melon Infused Jello (but you can use any flavor you want) and add it to 1 cup boiling water and stir for bout two min (be sure it is fully dissolved) then add 1/2 cup absolute vodka and 1/2 cup watermelon pucker and pour into 3oz portion cups and put in fridge it will set in bout 3 or 4 hrs 1 box yields about 26 shots Now with the flavors you can mix up and you can use rum instead Of vodka and you can use a flavored vodka and use 1 cup omitting the pucker find your fav flavor jello and see what is at the liquor store and think about what would mix with your jello flavor :another recipe for example would be strawberry jello vodka and banana liqueur ie strawberry banana the possibilities are endless

I've made a TON of jello shots for parties and there is a secret to making a GOOD one. You don't want it overpowering and you want the jello to actually set and if you put too much alcohol it won't set properly. So....
Make sure your liquor of choice is COLD. Boil the water and add it to your jello mix (strawberry and lemon are always good choices to mix with liquor). Use only 3/4 cup of liquor to start off with. I usually just splash in a little extra after that but 3/4 cup will keep you safe and your jello will definitely set. Pour into small PLASTIC (if possible) cups. They work better than the paper ones.
I've never had a complaint about my jello shots...only compliments. good luck!!

I have always been told that you substitute the alcohol for the water. If you don't want the shots to be that strong then you take away some of the alcohol and add water. For example if Jello calls for 1 cup of water then do 3/4 of a cup of alcohol and 1/4 cup of water. My suggestion use blue rasp jello and parrot bay rum.......yum!!!

jello shots?
you replace the cold water for alcohol.
i have a few hundred recipes for shots saved on my pc...
if you contact me i will send them to you via email
you can use lot of different alcohol... the trick is putting it in when the jello cools to room temp - don't add alc to hot water mix...
