Depends where are from and where you go.
Australia and New Zealand do not allow any dairy products, not even from state to state in OZ. Most non European countries will have restrictions for products from the EU. But for traveling in the EU there should be no problems at the moment.
If you are from the USA there will be the same kind of restrictions, I remember Canada border control checking non of us had any dairy products, but that was many years back. I do not know what the current rules are.

Yes, but only if its in a pressurized, 3oz or less container. Other than that, no. You shouldnt take cheese abroad anyways.
