That is, if I plan to apply for the four-year scholarship. Do ROTC participants have to take the ASVAB for placement before they finish high school, or is it only necessary to take it prior to graduation of college?

Marine Option doesn't occur until your Junior Year 1/2Wit.
So the 1st 2 years you'll be in Navy Whites. I know loathing every minute. Mumbling under your breath gawd durn pissant ice cream many unifurms. I joined to be a Marine, durnit Marine!!

Hopefully by that time they'll have you pegged as a stone nutcase & launch your *** from the program@ which time you'll sprint to the nearest recruiter join the Corps & bore the bejeezus out of all your bunkbuddies @MCRD how you were in NROTC/Marine Option. You clowns are a dime a dozen.

I think you have to pass the ASVAB in order to enroll in any military training. I would go ahead and take it.
