King Herod...As a Jew, he believed the prophecy at Daniel 2;44 and though that the promised Messiah would overthrow him as King..
the timing to Herod's day was skilfully worked out from Daniel 9;25.
Herod did not want any rivalry so ordered all Jewish boys under two to be killed. An angel warned Joseph and Mary and they fled to Egypt and did not return until Herod had died.

It was allegedly Herod. However, Josephus dedicated 20 chapters to Herod and not once does he mention that he went on a murderous rampage to find Jesus. Josephus despised Herod and if the story were true he would undoubtedly have recorded it.
It's a fallacy.
