Unite all the people by telling them that there is no choice to improve their status except to have unity. Then, make an economic program based on the development of the oil industry.

It's not entirely alien to Europeans. What is needed is a form of government similar to the Swiss confederation. Each of the three major regions in Iraq would have a high degree of autonomy. Those regions would be called Kurdistan, North Mesopotamia and South Mesopotamia. A small central government in Baghdad would see to such matters as membership in international organizations, national defense and the like. Such an arrangement would also help correct the British mistake of attempting to fuse together the Kingdoms of Mosul, Babylon and Basra in the 1920s into this piece of political fiction called Iraq. They cobbled together such a foolish arrangement in South Africa, trying to force the East Cape English, the natives of Zululand and the Boer settlers of Transvaal and the Orange Free State into that invented piece of real estate called the Union of South Africa.
As to the oil issue, the PM must engage the services of his counterpart in Paris to assist in working out a formula that will be agreeable to the Kurds, Sunni and Shia. Since Compagnie Petrol De Francais has over 80% of Iraq's oil exports under contract, it's in France's best interests to get an oar in the water.

Can't we just dump all our cheap saturday night specials,
every last POS in the USA that likely will jam after a shot or
two into every city and commerce route, and let the Iraqi settle their differences. Why should Americans pay money
for that kind to trash to kill each other when we have had tax
dollars failing to keep Iraqi from the same bloody business.
We give Iraq what it wants. We do our citizens a favor too.
