All photographs are copyrighted.

What you are looking for are free to use photographs where the photographer agrees to release them for no licence fee.

Depending on what you want to use the photographs for, some photographs released with a Creative Commons licence may be suitable but that licence in general restricts use to non-commercial usage. Most photographers using a CCL will generally point to a link describing which CCL they are using to clarify what the terms of use are.

Unless the photographer (or any other artist for that matter) explicitly states that their work is not copyrighted, then it is, with or without a copyright statement.
