No, the LAPD only has jurisdiction over the City of Los Angeles. The Los Angeles Sheriff's Department (a county agency) has jurisdiction over Los Angeles County as a whole. There are several municipalities in Los Angeles County that do not have their own police departments; the Sheriff's Department provides police protection for these municipalities (including Compton).

Mikey is right. An officer with the LAPD could make an arrest anywhere in the state of CA. Any certified peace officer in the state has jurisdiciton throughout the state. However, an officer with LAPD is responsible for law enforcement duties in LA, an officer in San Diego is responsible for law enforcement duties in San Diego, etc.

Yes. The reason CHP takes over freeway chases is because CHP is better trained and more experienced at high-speed freeway driving than municipal police agencies. Likewise, municipal police agencies are more experienced than CHP at urban driving, and more familiar with the streets in the cities they patrol. It has to do strictly with safety, and not jurisdiction. With few exceptions, California peace officers have jurisdiction throughout the state.
