Ah another metaphor from the bible. Lets break this down shall we?
1) the beast come out the ground it had two horns it look like the lamb but spook like an dragon(A person who is of evil will appear to the people as a true child of God, and when he speaks he tells lies, to make people fall into his trap of damnation.)
2)it worked for the beast and wound had been heald, and it had an idol made( It worked for the Devil and when he was questioned by someone or attacked by someone, he would rise above the occasion and tell an even greater lie that appears to be true. It will be an idol to all, even christians, and they all will be damned)

Revelation 17:15 "And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues." Land is the opposite of water, so this 2nd beast is coming up where there are not a lot of people - The United States of America. (The 1st beast coming out of the sea is the Papacy - came out of an area with many people.)
He had 2 horns like a lamb (maybe John the Revelator saw an American Buffalo?) but spake as a dragon. The nation was founded on freedoms for all, yet it's freedoms are becoming less & less until the US will finally speak as a dragon. In the Bible a lamb is representative of Christ, and a dragon is representative of Satan. It shows the complete turn around the country is doing.

This is from Revelation. This book is a vision that Jesus gave John. Nothing here is literal because it is a dream. The beast you mention is the western Roman empire. The Lamb is Jesus. The idol (image) that the beast made was the Eastern Roman Empire based in Constantinople.
The Lamb judged and destroyed the beast (roman empire) as He also destroys every manmade kingdom. America is next. He is working on her even now. All empires of man will end up in the lake of fire.

It sounds like a description of the anti-christ or the false Messiah that looks like the lamb of God but is really a deceiver of the Devil. Some people speculate that this future anti-Christ might get shot or something like that and then seem to rise from the dead to add to his claims to be the true Messiah.

Revelation refers to events in the first and early 2nd century. The beast represents Rome. Horns represent specific Roman rulers.
