You need to look at the positives of the situation. Write them down even. Once you've looked into and discovered all of the positives, even if there may be only few, then you need to get out. Don't just sit by yourself. Some would suggest taking a long walk or a bath but that only gives you more time to think. I would do some of these things...
- read a book
-hang out with friends
-watch a show like CSI; something that's really interesting and has to make you think about other things like solving a crime!
-go to a rec center and work out with some friends
-get into a fitness program at your local rec center
-go out to eat with some friends
-go to church... this helps a lot. it's very positive and uplifting and is perfect for people who are regreting some things.
-do some volunteer work. this will make you feel better about yourself and get your mind off of things at the same time

Consider - or ask a friend - "if an apology is needed"?
If there is nothing more you can do to correct the matter,
it's time to go on with your life. Yes, I believe hanging out
with your friends would be one option of going on with
life as normal.
If you've given it some time and genuinely can't get past it,
speak with a caring adult or counselor to gain their perspective and input on how they handle such in their own life.
There is an "exercise" some people do when they are unable to connect with the person they wish they could apologize to.
(moved or died) Sit down and write a letter. Say in it everything you wish you could say, if you had it to do over again. Say how life would be different now if you had done it the other way.
This will get your emotions and thoughts out and on the paper. Now, whether you keep it or burn it, in your mind those thoughts have been "delivered" and you'll feel better.

It depends upon the regret. If it is something you can discuss with a close confidant (re: friend), I would ask him or her. If it is something you can't discuss with a parent, talk to a priest or rabbi (whatever your religion is).
If the regret is something you had made a natural mistake over and it wasn't really your fault, you have already accomplished and recognized that regret. So you should be able to move on.

The best way is to let time take its course. After a while, you'll see that what happened is in the past and there's nothing you can do to change it. Just work on preventing similar situations from arising or at least you'll hopefully have learned from this experience and will know how to react differently in the future.
In the mean time, to get it off your mind, do something for yourself and get lost in it!!
