There are people in this world that simply do not care. It seems that you have come in contact with one. You might try and report this woman, but I really hope you realize that very little if anything will be done. It isn't because no one wants to help, it's because the laws keep people from doing what they would like to do. You're right about her setting a bad example, she probably sets bad examples in other ways to. It's a terrible shame but unfortunately as you get older you'll see a lot of bad examples.

Good luck. Even if you report it to the Humane Society or Police (who will likely do nothing), you would have to prove most of the stuff because she will deny it. If authorities go out and she is providing the basics...food,water,shelter....there is nothing they can do. Most of the stuff you site here is not illegal in any way.
They cannot not even force vaccinations apart from the Rabies vaccin if it is over 4 months. The law does not care if you get other vaccines for your dog.

Unfortunately, with how the laws are in most areas, she can't be charged with much of anything.
If there's a law requiring rabies, she may be able to be fined for that. Though, animal control will only fine someone if they find it running at large and the individual comes to reclaim it.
Where is she getting these animals?
If she's getting them from a rescue group, you could maybe contact them and they could get the animal back for breach of contract.
If she's getting them from free ads in the paper, you can ask if your local paper will start printing a warning about asking for vet references before giving a dog away. Though, most people who are giving a dog away won't care anyway.

yes, there is something you can do.
call the local aspca in your area, or humane society.
make a report to the police.
she is obviously not in the right frame of mind to care for people or animals.
I wouldn't be surprised if she kicked her kids out because she got tired of them.

please be sure to file a report, and if the animals are suffering with no food or water, please be the good neighbor and feed and water them. but call the police first, and make sure they document it.

you are doing the right thing. please don't criticize or be hard on yourself because she thinks you are going overboard. she is probably not able to do those things, and doesn't think food or water or stability are necessities...in her little world.

God bless you for caring enough to look out for the animals...
if only everyone else would, too how great the world would be.

Whoa, slow down first thing. If this woman is abusing her animals in anyway there are things you can do. You can report it to your local dog law enforcement. It would be nice for us rescue volunteers if people were held accountable for their actions in these situation but unfortunately they usually aren't. Just try and educate the children so mom can't keep doing this to them and their pets. However if you know for sure she has abandoned and animal she can be held accountable for that. You can't do that. You also can't just throw a dog out of your home and allow it to roam free. She can be held accountable for that also. Report it too your local authorities and dog law enforcement and ask to remain anonymous and let them investigate.

no matter where you live there are always several ways to report abuse...since I don't know where you live here are some links on how to do that through national organizations:
the humane society:
http://www.hsus.org/pets/issues_affecting_our_pets/animal_abuse_and_neglect/reporting_animal_abuse_or_neglect.html
the city (police/animal control):
http://www.pet-abuse.com/pages/animal_cruelty/reporting_abuse.php
the aspca:
http://www.aspca.org/site/PageServer?pagename=cruelty_report
-all the links kinda tell you the same thing:
call your local humane society and ask for assistance, or call your local non-emergency police number and ask for the department dealing with animal abuse (phone numbers can be in the phone book or by googling the town, state you live in plus the name of who you want to call - ex: Chicago, IL humane society OR New York, NY police department)
good luck-sounds like she's a good candidate for child abuse as well, unfortunity those tend to go hand in hand from what you described she can be heartless towards her kids

Call the local Humane Society, or your local Animal Control agency, document anything you can, with photos or just write it down. It will give you credibility, and show that you are seriously concerned. If there is anything the law can do they will check into it..Good Luck!

Call animal control and tell them everything you've told us. They will come out and investigate the situation. They will check for shots on the animal, check out its shelter, food and water and make a decision. I really wish people would take owning an animal more seriously....Glad your keeping an eye on the situation.

Depending where you live the S.P.C.A. They have to investigate all animal cruelty cases and you will remain anonymous. Just tell them what you said here. Believe me the dog will thank you! Good luck and thank you for caring.
