There is no standard set for mileage on a vehicle before it is taken out of service. Most departments have there own mechanics and will use the car until it is no longer able to be fixed or is deemed unsafe. A rule of thumb on patrol vehicles is to take the odometer reading and double it. You have to factor together total driving miles + total idle miles.This gives you an estimate on total engine mileage.
Example:
160,000 O/D reading x 2 = 360,000 engine miles
Our vehicles O/D readings are usually between 140,000-180,000 before they are taken out of service and replaced.

Each department probably has its own standard. That said, I don't believe any patrol cars are in service with an odometer that is not working at all. That would mean the speedometer was not working either and ANY department would repair or replace that.

It depends on what shape the car is in. I don't think that they really go by mileage. But sometimes they will usually get new cruisers after about a good 120,000 miles, and if in good condition, they will auction them as used cars.
But hey, every department weather it be Local, County, State or Federal Law Enforcers, they all have their standards.
I've been thinking of buying a 2003 Used Police Cruiser myself.

Some depatment use them until they conk out, but generally they get new ones at about 100,000 miles. This is nothing when you consider these cars are on the road everyday of the year 24/7.

That all depends on the area and the amount of financing each department has. In my department many squads squads are replaced every year, then the older squads are rotated down the ranks.
