Can you go to Windows Explorer or My computer and look at the file names? Are they in English characters or not?

If they are fine in Windows Explorer, then the problem is in Excel.

And conversely, if the characters are also corrupted in Explorer, then you have a Windows problem.

I can not provide an exact answer, but can steer you in a direction that might help you find an answer on a forum.
