having a 3 -4 month puppy with no shots no vet care no collar dry skin and no pet things exept some food?

In most people's minds,including mine,yes. Most dogs should get shots and if that young of a dog it may need some things to play with,and a collar would help if the puppy runs off they wont know who's it is and will most likely be sent to the pound,or will stay with a different family or the one that found it. Dry skin would need medication.

well you really should go get the puppy shots and a collar ask the vet what kind of stuff they can give u 2 make him/her have not dry skin and feed the puppy other foods too just not table. And some wet food instead of dry all the time*

sounds like neglect-however animal rights laws in the US are so lose that the only thing the owner could get a slap on the wrist for would be the "no shots, no vet care"...you should watch animal cops on animal planet and see all the disgusting stuff the real low life animal abusers get away with! some ignorant people get away with locking their pet in a car trunk, letting their pets grow tumors the size of a softball over several months and not seeing a vet, even stabbing their pets and not getting in trouble!! and when people do get arrested all they have to do is pay a fine or do community service; at most a violent act may get them 4 or 5 years but really is that enough?

I wouldn't say that is intentional abuse, it doesn't sound like you are trying to hurt the puppy in any way.. but I think it sounds like you are neglecting the puppy and just by accident not giving it everything that it needs. Bringing your puppy to the vet for shots and a checkup for any sicknesses would fix this situation. Also be sure to make regular appointments with the vet as well. Good luck, I hope this helps!

Again, it is not illegal. There is no law that says you have to get vaccines,collars,and toys. If the dog is HURT and the owner does not sek the proper vet care, that can be a violation of animal cruelty laws.......but what you are describing is not.
You can call the health dept, if the dog is old enough to have a Rabies vaccine and doesn't. They can make the person get that, but they don't take the dog away for it.

Yes, and it's also against the law. This puppy needs his shots and needs vet care to stay healthy. The dry skin needs to be taken care of, it's uncomfortable for him. A collar is usually necessary in case he runs away, and every animal needs some love and somethings to play with. If you don't want to take care of him properly, find someone who would, why let this poor little dog suffer.

The only thing that the law requires is for the animal to have food and water and adequate shelter. Unfortunately there is nothing you can do. I called animal control on a lady who has over 25 small dogs in a one story average sized house and the were all infested with fleas. She breeds small dogs. Yorkies, Maltese, Poodles, Poms, Chihuahuas and all. She wouldn't even let me in her house. She would bring the dogs out one at a time. Animal control did nothing because she had proof of vaccinations.

It depends on your state and county regulations. In many states this would be considered Animal Neglect which is a form of Abuse. In my state they (the pet) must be provided medical care when needed, shelter, food and water and must have proof of a valid annual rabies vaccination if over the age of 16 weeks.

If it is obviouse that the pet has a medical condition that requires veterinary medical attention, it is the owners obligation to provide Veterinary care.

Your best be is to call your local ASPCA or Humane Shelter and inform them of this situation. They are most familiar with your state and countys laws and regulations pertaining to pet care.

Somewhat it is not considered abuse, it is neglection or no attention to your pet. get it some vet care is more important get at least 2 chew toys and get a definate collar in case it runs away because of all the neglection.

The definition of abuse/neglect from a legal standpoint (i.e. is it animal cruelty) is if the animal does not have food, water, shelter, and necessary health care. The pup is too young to have to have a rabies shot, but the rabies shot is the only one required by law, any other shots are not unfortunately "necessary health care" in the eyes of the law. All they have to do is feed it enough to keep it at a good weight, give it enough clean water that it doesn't get dehydrated, and provide enough shelter that it can get out of the elements when it is hot/cold/raining etc. The only vet care other than rabies shots they have to provide is if the pup becomes obviously ill or injured, they have to go to the vet and take care of that specific illness or injury.

So unfortunately, no, it sounds like it is not LEGALLY considered abuse. Personally I disagree with the law and I think there should be a reasonable amount of quality of life taken into consideration, but you won't be able to do anything about it unless you can talk sense into the owners. :-(
