Are they carrying signs that say impeach Bush??
Cause they could be protestors.??
Or just people with issues every city has people with issues, where i used to live there was this man who would walk down the block with his headphones on shouting.. Never to anyone, just getting all of that out.. in the open i think he had a pretty serious psychiatric condition though it was not terrets something else..

maybe your town has an unusual number of people with terrets? I went to a high school with a guy that always shouted.

They are on the mobile phone, that,s how i see most people shouting and screaming, crying also.

Maybe you just havent noticed that they are talking on mobile phones and have a bad connection so they have to shout.
