Chewing:
Wrap tin foil around immovable things like table and chair legs. (they hate it)
Spray Bitter Apple on other things. (they usually hate it and foam at the mouth when they taste it because its so bitter, you can buy this at your local pet store)
Keep doing what you are doing with the toys.
Whining:
Eventually they will just get over it or you will just learn to block it out ... They have eachother and they are not small pups anymore. The whining may become less frequent as they get even older... If they whine when they are around you just refuse to acknowledge them until they stop. It may work.

They aren't going to get the idea they are doing something wrong unless you correct them when you catch them. Puppy chews, you say (raised tone and firmly) NO! THEN hand them the toy. Simply picking them up doesn't tell them a thing and they just go right back to it. And if you can't control them both at the same time, try only allowing one at a time access to the area. And to be honest, I'd ignore the whining. They aren't alone, they have each other for company, right? They do need to get used to the idea you may not be there 24/7. It's a fact, you will have to leave the house on occasion. Ignore it, don't respond to it and when you do come back to them, do so calmly. No excited talking, no petting, no attention at all. Like it's a perfectly natural occurance, which it is.
BTW I am assuming if you can pick them up they are a small or smallish breed? If so, at 11 months they are full grown, dogs now and no longer puppies. It goes too fast, no?

flip them over on their back and look them straight into the eye, this is after you tell them, no chew furniture, something like that, then say no chew furniture again and stare them into the eye for a couple minutes. IMPORTANT: DO NOT LET THEM LOOK AWAY FROM YOU, KEEP EYE CONTACT, IF THEY LOOK AWAT PULL THEIR FACE BACK TO YOURS AND MAINTAIN IT FOR ANOTHER COUPLE MINUTES, then if you have a crate, put them in their and let them there for an hour at most, but before you put thyem in crate smack their butts, not hard, but just hard enough for them to get the hint, and once. Lock them in the crate with food or water, and leave them alone, that is when you also when you give them the chew toy, say yours, and point to the chew toy, then point to furniture, or what they were chewing up and say 'mine'
For the whining spend time with them, and play with them until they are tired and asleep, then you can sneak out to that date...lol. That and Ignore them when they whine and praise when they don't or when they stop,when they whine, if they don't stop and you can't take it anymore, say 'no' until they stop then praise

1) Try getting them a Kong toy at your local pet store. One for each, and get the can of penut butter flavored filling to go with it. Dogs love this stuff and will spend a lot of time trying to get it out of the Kong. If you are not sure which Kong to get, go to a PetSmart of Petco and ask one of the employees, they are pretty good about knowing which one to get. You can also get Kong cookies to go in the toys. This will keep them occupied longer. The bitter apple idea wors as well, just be careful where you spray as it may stain.
2) Whining. This depends a lot on the particular breed to start with. Not knowing any more about your puppies, I would advise (again) going to a local PetSmart or Petco and talking to the employees, Grooming or Training staff can usually give you a good idea where to start. If it is nuisance barking, then get a whistle (like referees use) and keep it on you. When they start give a quick sharp blow to the whistle. They do not like this noise and will associate whining with the bad noise. I do not normally encourage negative reinforcement type training, but it is sometimes needed.

Since giving a chew toy isn't working- and is probably even being viewed as a reward- it's time to discipline the pups. Tell them 'No!' or 'No chewing!'. And if they chew where they're not supposed to again, repeat it and follow that up with a simultaneous swat with a rolled-up newspaper.
As for the whining, the dogs are probably also going to have to learn 'Be Quiet!'.

The need to be with you constant will were off, as will the furniture chewing, but for now as soon as they start chewing put them out side, and also spray the couch in the areas that they like to chew with a liquid that won't damage your couch, but will leave a foul taste in there mouth, like bitter apple that has allready been recomended. My dog use to always drink from my mum's fountain but then she put vinegar in it and now he's content with his water bowl.

Try spraying Bitter Apple on things they chew that they are not suppose to and keep a spray bottle handy filled with bitter apple to spray at them if they continue to chew. You can but Bitter Apple at any pet store. Also reward them with attention if they are doing the right thing.

Does the chew toy make much noise? Mine like the squeaky kind. They can make a racket but at least it stopped the furniture destruction.

If you can't control your puppies while they are small they are going to run all over you when they are adults. Crate them, or leash them, treat them like children do not let them do anything they are not supposed to be doing. Sounds like they have separation anxiety, you really need to get a book on dog behavior and stop it.
