We found out a neighbor on our street was arrested for drugs. We went to the Police Dept. but they won't release the address or name. How do I find out which neighbor it was? We live in CA.

If someone is in the county jail you need a name to look them up. Having a crime or an address is not enough. If you want a police report you need to have the case number and money to buy it.
