Yes, you can do it all with Elements. It may take more time than it's worth.

You select a border area and make the right and bottom darker.

On a second layer, make the top and left border area lighter. Then erase the area on the second layer to show the darker border below.

That's a basic beveled edge. There are tweaks to make it even better, but this will get you started.

I think so, yes. I know you can in version 5.0, and I think I can remember it from the first version. Those are the only versions I've ever worked with.
